Our aim is to advocate for a fair and just parole system that recognizes the potential for rehabilitation and second chances.
The prison environment mirrors the neighborhoods many individuals come from, where drugs and violence prevail. In these settings, the guards exhibit a distressing lack of professionalism and display little concern for the well-being of the prisoners, both mentally, emotionally, and physically. This dehumanizing atmosphere exacerbates the already challenging experience of long-term incarceration, leading to severe psychological trauma and hindering any potential for positive growth and rehabilitation. A person who wants change has to work extra hard to maintain peace within the midst of chaos.
It is disheartening to witness the parole board denying lifers the opportunity for release, despite serving twenty years or more, citing reasons such as inadequate time served or the nature of the crime committed. However, the nature of an offense remains unchanged as it ispermanently recorded. Instead, the focus should shift towards scrutinizing the individual's personal growth and transformation. How can someone demonstrate change if they are never given the chance to prove it? What is the threshold for "enough time"? Moreover, considering the current life expectancy statistics for the year 2023, with most lifers being forty years old or older, it is crucial to recognize that denying them parole further deprives them of their remaining years, with limited opportunities for family reunions or rebuilding their lives. Let's not forget those who entered the system as juveniles and have spent over fifty percent of their lives incarcerated. They deserve a second chance also.
In light of this situation, we the people appeal for your support in amending the 80-year-old Official Code of Georgia Annotated, specifically OCGA 42-9-40, which establishes the parole guidelines system. The existing system fails to consider the potential for reform and denies lifers the chance to reintegrate into society without sufficient justification. We propose that the parole board evaluates each case individually, taking into account factors such as the severity of the current offense, the inmate's prior criminal history, their conduct, and the social factors that can predict the probability of further criminal behavior and successful adjustment under parolesupervision. The penal system was supposed to be designed for rehabilitation so let's make sure our loved ones have a GED, high school diploma, or some kind of trade so that once he or she is released he or she will have a better shot at being a productive member of society.
It is essential to emphasize that this petition aims to create a fair and balanced system, protecting society while recognizing the potential for personal growth and transformation. We firmly believe that everyone deserves a second chance at life, even if they cannot change theirpast. By learning from our past experiences, we can become better individuals in the present and future. The opportunity for parole would not only allow these individuals to rebuild their lives but also contribute positively to society as a whole.
